Letter of Protest On behalf of those silenced by the Government of Socialist Republic of Vietnam unlawfully imprisoning for religious, political, social or moral beliefs By Priest Group Nguyen Kim Điền, Vietnam, Jan. 12, 2012

- To all countrymen and women in-Vietnam and abroad,

-To our international friends and supporters in the free world,

In 2011, the Socialist Republic of Viet Nam underwent a year with an increasingly worsening socio-political situation throughout the country, and a serious crisis of trust and confidence in the government’s ability to resolve issues of economics, politics, territorial integrity and social needs.

From outside, our northern neighbor continues their methodological invasion of Viet Nam on all fronts: political, economical, cultural, social and territorial, both land and sea. The nation of Vietnam has never faced a threat at this dangerous and vicious level.

Meanwhile, the people of the world continue questioning the Vietnamese Communist Government’s records on civil freedom, democracy and human rights. The world has also negative views on Viet Nam’s progress on justice, culture, economy and politics.

On the inside, The Communist Government of Viet Nam continues to:

- Govern-for-its-own-good that causes currency devaluation multiple times, sky high inflation, environment degradation, education broke the bottom, cultural decadence, moral degeneration to non existence, people’s life, spiritual, mental and physical, increasingly unbearably miserable.

- Lawlessly manage the civil society with ‘jungle law”, repressing citizens asking for justice because their rights were tripped, patriotic citizens express their wish to be independent from Chinese’s ambition, citizens wanting freedom, emocracy and the right to live as human being,…

- Turn all civil structures into tools and power for the communist party – a well behaved Congress (the Party selects candidates, people vote), civil guard, security and police forces are effective tools for repressing the populace (their motto: The Party Exist, We Exist), Courts of justice to protecting the party members and repress the outsiders, all 700 news papers, magazines, TV and radio stations and millions of neighborhoods loud speaker systems throughout the country are the State’s propaganda machines, all religions are managed, directed and controlled by the State. The concentration of power and resources into one party control has created a society of injustice, extremely high level of moral corruption and increasing social chaos, people increasingly growing resentment, and increasingly, the populace becomes victim of dictatorship, oppression and rampant structural corruption.

Facing this situation, as Jesus our teacher - who lived and died for justice - we obey social teaching of our Catholic Church, and follow the conscience of citizen and duty of spiritual leaders, the Priest Group Nguyển Kim Điền hereby declare:

1.We express our profound communion with our brothers:

. The Buddhist Hoa Hao Church believers who are imprisoned (the latest believers turned prisoners are Mr. Nguyen van Lia and Mr. Tran Hoai An).

. With our brothers The Protestant Church leaders imprisoned (Pastor Duong Kim Khai, Pastor Nguyển Công Chính, Pastor Nguy ển Trung Tôn), or are being harassed (Pastors Nguyen Hong Quang, Pham Ngoc Thach).

. With brothers reverends of The Unified Buddhist Church of Viet Nam, who are under house arrested (Venerable Thich Quang Do, Thich Khong Tanh) .

. With brothers of Cao Dai Church, whose Temple My An and Cemetery Thai Binh were razed to the ground.

. With the Catholic Church’s The Congregation of the Most Holy Redeemer of Thai Ha Parish whose land, buildings and facilities were confiscated and stripped, church goers were kidnapped, beaten, slandered and humiliated.

. With Catholic Church The Con Dau Parish, where priests and church goers were beaten, shot, chased away and continue to be dislodged from the parish and hunted into Thailand.

. With our brother Father Nguyen van Ly, imprisoned again for the 4th time, serving for the year 17th, and still in poor health and seriously ill.
. And countless more….

All are victims of the communist government’s policy of repression of religious freedom and destroying religions through fierce and brutal communist’s methodology and ordinances which restrict religions and beliefs.

2. We express deep communion with 17 Catholic and Protestant youths, who were kidnapped and imprisoned: Chu manh Son, Dang Xuan Dieu, Đậu Văn Dương, Hoàng Phong, Hồ Đức Hòa, Hồ Văn Oanh, Lê Văn Sơn, Nguyễn Đình Cương, Nguyễn Văn Duyệt, Nguyễn Văn Oai, Nguyễn Xuân Anh, Nông Hùng Anh, Thái Văn Dung, Trần Hữu Đức, Trần Minh Nhật, Trần Vũ An Bình, Ms. Tạ Phong Tần

Most of these young men and women were kidnapped by plain clothed thugs, or unlawfully arrested without any legal orders or warrants. As of today, 9 youths have been accused of “Activities aimed at overthrowing the people’s government”, and 3 accused of “ Propaganda against the State”.

. We also seek profound communion with Dr. Lawyer Cu Vi Ha Vu and bloggers Nguyen van Hai and Phan Thanh Hai, and Ms. Ho Thi Bich Khuong “The Angel of grieving farmers”, currently imprisoned for long sentences or detained without warrant or imprisoned without reason. They are all victims of the tyrannical regime who made laws suppressing all freedom of speech and freedom of assembly. The regime passed two law articles that have never passed in any civilized society of the world: Article 79 and 88 Criminal Law.

3. We express profound communion with Ms. Bui Thi Minh Hang imprisoned for 2 years without trial, she was kidnapped then thrown in the so-called Thanh Ha Education Institute, Binh Xuyen District, Vinh Phuc Province. Also being thrown into this re-education camp are bloggers Bui Xuan Hieu, Nguyen Huu Vinh, Nguyen Xuan Dien, they were threatened to be “disabled thoroughly” or “absolutely neutralized”. All four participated in 12 peaceful demonstrations with other intellectuals, students, civilians and youths protesting against the large neighboring country in the North invading Viet Nam’s sea and land territory. These patriots were harassed, beaten, assaulted, slandered, humiliated, chased, arrested, fired from work, dismissed from schools, and …. jailed. They are victims of the despicable policy of the Vietnamese Communist Party: “coward to aggressors, suppress compatriots” with the purpose to destroy Vietnamese people's moral and patriotism.

4. We express profound communion with journalist Hoang Khuong in Saigon. Recently arrested because he has long been known as a corruption fighter, exposing security police harassment and the demand of bribes.

. With the young and innocent song composer, Mr. Vo Minh Tri, pen name Viet Khang, who was recently arrested by Vietnamese Communist Police just because he wrote patriotic music to peacefully protest China's orchestrated invasion of Vietnam . All Viet Khang did was join the rallies by posting his following 2 music video clips of his songs on Youtube:

And “Who’re You” which raised questions of who are the Vietnamese Communist Polices who beat, arrested and jailed patriots who peacefully protested Chinese's invasion of Vietnam.

in this link, you will also see the Vietnamese Communist Police beat, arrest and jail those who protested China’s invasion, they are Vietnamese citizens and dressed in red with one single yellow star flag of the Vietnamese Communist.

In answer to the patriotic questions raised in his two songs, he was arrested by the Vietnamese Communist Police of My Tho Province, just two days before Christmas on December 23, 2011. Until now, his family does not know where he is detained or the reason for his arrest.

. With farmer and agricultural engineer Doan van Vuon, brother Doan van Quy and family, Tien Lang District, Hai Phong. The two brothers were indicted for “crimes against public enforcement” after his family strongly protested the district chief and the village chief (are brothers) both used their authority to deceive the law and block the court from opening Vuon’s complaint file, oppressed Vuon’s family and finally used hundreds of security polices and armed military to illegally confiscate Vuon’s agricultural land including his shrimp and fish farms, by force. As if it was not enough reprimand, they then razed Vuon and his brother’s houses to the ground, with all their family belongings inside. The land and farms were created by Vuon and his family through 12 years of hard work reclaiming land from the ocean.

The Vietnamese all are victims of a one-party police state. In which the party’s gangs and Government cronies operate unopposed. The shadowy Vietnamese communist governing system composed of “gangs of collective interest”, link vertically from the very top (the 14 member Polit Bureau) to the bottom, and horizontally from inside to outside the party and country. They coordinate, covering each other in their only mission in life: building unbelievable wealth from distortion, corruption, dealing in national territory, national resources, national budget, public projects, government and party positions, power, wealth, women, government sponsored enterprises, public corporations, public funds, real estate (mostly confiscated land from poor peasants, home owners and private enterprises), …

These government cronies and gangs of collective interest are the new improved but with much more powerful brutality than old “mafia gangs”, that operate freely and unopposed in the country. They have limitless sources of funds and wealth. They have limitless power over the populace thanks to the one-party regime Police State. They have full control of the security police apparatus, the armed forces, the economy, the banking system, the press, the congress, the justice system, and each and every citizen… They have limitless sources of land and real estate thanks to the law “all land belongs to the People and governed by the government”. This law is unlawful, unfair and downright violates the Declaration of Rights. With a stroke of a pen, the communist government stripped off the right to own property. Millions of families saw their homes, lands, farms, sources of income, way of living,… disappeared. It was turned into luxury homes, golf courses, shopping malls, parking lots for the wealthy, the party’s cronies. Meanwhile, millions of poor peasants, hungry children of poor farmers, former home owners and small business owners tried to find some official who would listen to their grieving. They gathered in front of courthouses and government facilities all across the country with signs expressing their grievances. No official wanted to see them and no one cared. They were beaten and thrown into jail by the party’s police. Many then carried their years old signs to public squares and central markets, to be beaten, chased and thrown into jails. After many years have passed, millions of “grieving farmers” with their familiars grieving signs are still on the sidewalks of every urban center throughout the country. Only there are more of them each day.

Among them are farmer, engineer Doan Van Vuon, Catholic priests and church goers of The Congregation of the Most Holy Redeemer of Thai Ha and Con Dau Parishes, monks and believers of Unified Buddhist Temples, Buddhist Hoa Hao and Cao Dai believers, Pastors and churchgoers of Protestant Churches, and countless more grievers.

The nation of Viet Nam and the Vietnamese people are victims of the One Party Communist Dictatorship and its unlawful and incompetent government. This double whammy has created a multitude of irresolvable issues, increasingly deepening the crisis, and now the country is put on the slippery slope facing a long list of undesirable choices: setbacks at all fronts, poverty, citizen disobedience, civil unrest, economic collapse, citizen revolution, and worst of all - China takes over Viet Nam.

We earnestly urge the communist party leaders and the communist government of Viet Nam to govern the country with integrity, to united our people with all your true heart, be wise and restore civil and human rights, be thoughtful to return prisoners of conscience to freedom, and acknowledge the growing uproar of anger from the total population of Vietnamese, both at home and abroad, due to your utmost incompetence, dishonesty and inhumanity.

Finally, we pray for God to illuminate and awaken those who are repressing the rights of fellowmen, and giving patience, virtue, courage and solidarity to those human being struggling to restore human rights, and the God given right to live to fellow men and women across the land.

May God Blessed Viet Nam and her people,

Tâm thư hiệp thông với các Tù nhân lương tâm
Kháng thư phản đối nhà nước vô pháp trị
của Nhóm Linh mục Nguyễn Kim Điền

Kính gởi

- Quý Đồng bào Việt Nam trong và ngoài nước.

- Quý Thân hữu quốc tế tại các quốc gia tự do.

Nước Việt Nam lại trải qua một năm với tình hình ngày càng nghiêm trọng và những khủng hoảng ngày càng sâu sắc.

Bên ngoài thì ngoại bang Bắc phương tiếp tục xâm lấn đất nước về nhiều mặt: chính trị, kinh tế, văn hóa, lãnh thổ; thế giới năm châu tiếp tục truy vấn Việt Nam về dân chủ nhân quyền và đưa ra những nhận xét rất tiêu cực về văn hóa, kinh tế, chính trị.

Bên trong thì nhà cầm quyền Cộng sản

- tiếp tục điều hành đất nước một cách yếu kém, khiến đồng tiền mất giá, vật giá tăng cao, môi sinh hủy hoại, giáo dục xuống cấp, văn hóa suy đồi, đạo đức thoái biến, cuộc sống người dân về mặt tinh thần lẫn vật chất ngày càng điêu linh khốn khổ;

- tiếp tục quản lý xã hội cách vô pháp trị hay kiểu luật rừng, đàn áp các công dân mất nhân quyền đòi công lý, yêu tổ quốc chống ngoại xâm, chuộng tự do mong dân chủ; biến các quyền lực trong bộ máy nhà nước và trong cơ cấu xã hội nên công cụ cho đảng: quốc hội ngoan ngoãn, công an đàn áp, tòa án bao che, báo chí tuyên truyền, tôn giáo lụy phục, khiến cho đất nước ngày càng đầy rẫy bất công, xã hội ngày càng hỗn loạn, nhân dân ngày càng oán thán, các nạn nhân của độc tài, áp bức, tham nhũng ngày càng gia tăng.

Trước tình thế ấy, noi gương Đức Giê-su, vị Tôn Sư đã sống và chết vì công lý, tuân hành giáo huấn xã hội của Giáo hội Công giáo, làm theo đòi hỏi của lương tâm công dân và bổn phận lãnh đạo tinh thần, Nhóm Linh mục Nguyễn Kim Điền chúng tôi tuyên bố:

1- Bày tỏ lòng hiệp thông sâu sắc với quý tín đồ Hòa Hảo đang bị cầm tù (mới nhất là các ông Nguyễn Văn Lía và Trần Hoài Ân); với quý lãnh đạo Tin Lành đang bị tống ngục (các Mục sư Dương Kim Khải, Nguyễn Công Chính, Nguyễn Trung Tôn) hay đang bị sách nhiễu (các Mục sư Nguyễn Hồng Quang, Phạm Ngọc Thạch); với quý chức sắc Giáo hội Phật giáo Việt Nam Thống nhất là các Hòa thượng Thích Quảng Độ và Thích Không Tánh đang bị quản chế hay cấm cản; với Giáo hội Cao Đài đã bị san bằng thánh thất Mỹ An và nghĩa trang Thái Bình; với quý dòng Chúa Cứu Thế và giáo xứ Thái Hà đang bị tước đoạt đất đai nhà cửa và bị hành hung, vu khống, lăng nhục; với giáo dân Cồn Dầu tiếp tục bị xua đuổi khỏi giáo xứ hay bị săn đuổi tại Thái Lan; với linh mục Nguyễn Văn Lý đang bị tù lần thứ 4 và năm thứ 17 v.v…

Tất cả đều là nạn nhân của chính sách đàn áp tự do tôn giáo, tiêu diệt các giáo hội cách khốc liệt và thâm độc của Cộng sản, qua Pháp lệnh Tôn giáo và tín ngưỡng.

2- Bày tỏ lòng hiệp thông sâu sắc với 17 thanh niên Công giáo và Tin lành đang bị giam cầm là Chu Mạnh Sơn, Đặng Xuân Diệu, Đậu Văn Dương, Hoàng Phong, Hồ Đức Hòa, Hồ Văn Oanh, Lê Văn Sơn, Nguyễn Đình Cương, Nguyễn Văn Duyệt, Nguyễn Văn Oai, Nguyễn Xuân Anh, Nông Hùng Anh, Thái Văn Dung, Trần Hữu Đức, Trần Minh Nhật, Trần Vũ An Bình, chị Tạ Phong Tần. Đa phần họ đã bị bắt cách ám muội, trái pháp luật, và tính đến hôm nay, 9 người đã bị cáo buộc cùng tội danh“hoạt động nhằm lật đổ chính quyền nhân dân”và ba người bị cáo buộc “tuyên truyền chống phá nhà nước”. Chúng tôi cũng xin hiệp thông sâu sắc với tiến sĩ luật Cù Huy Hà Vũ, với hai nhà dân báo Nguyễn Văn Hải và Phan Thanh Hải, với chiến sĩ dân oan Hồ Thị Bích Khương vốn đang bị những án tù dài hay bị giam giữ không có án lệnh… Tất cả họ đều là nạn nhân của nền chính trị độc tài, đàn áp các quyền tự do ngôn luận, tự do lập hội, qua hai điều luật quái đản không hề có trong pháp chế của nhân loại văn minh: điều 79 và 88 Bộ Luật hình sự.

3- Bày tỏ lòng hiệp thông sâu sắc với Chị Bùi Thị Minh Hằng đang bị giam cầm 2 năm không xét xử tại cái gọi là “Cơ sở giáo dục Thanh Hà, huyện Bình Xuyên, tỉnh Vĩnh Phúc”; với các nhà dân báo Bùi Thanh Hiếu, Nguyễn Hữu Vinh, Nguyễn Xuân Diện đang bị đe dọa “vô hiệu hóa triệt để” vì đề cập đến việc biểu tình; với vô số trí thức, sinh viên, học sinh, dân thường, chỉ vì tham gia 12 cuộc xuống đường chống ngoại bang xâm lược hay ủng hộ dự luật biểu tình năm rồi mà đã bị cấm cản, hành hung, vu khống, lăng nhục, đuổi việc…; với ông André Menras Hồ Cương Quyết bị cấm cản chiếu phim ông thực hiện về các ngư dân lâm nạn tại đảo Lý Sơn… Tất cả họ đều là nạn nhân của đường lối “hèn với giặc, ác với dân”, “quỵ lụy lân bang, trấn áp đồng bào, triệt tiêu lòng yêu nước” của đảng và nhà cầm quyền Cộng sản Việt Nam.

4- Bày tỏ lòng hiệp thông sâu sắc với nhà báo Hoàng Khương tại Sài Gòn vừa mới bị bắt chỉ vì đã bao năm vạch trần, tố cáo tệ nạn tham nhũng, sách nhiễu, đòi hối lộ của công an cảnh sát; với anh Đoàn Văn Vươn và thân nhân tại Tiên Lãng, Hải Phòng vừa bị truy tố về “tội chống lại người thi hành công vụ” chỉ vì -do bị dồn vào bước đường cùng- đã mạnh mẽ phản kháng sự áp bức cuộc sống, cướp đoạt công sức và tráo trở lừa gạt của nhà cầm quyền lẫn tòa án địa phương. Tất cả họ đều là nạn nhân của sự cấu kết, bao che của những băng nhóm lợi ích, những tập thể lộng quyền đang tung hoành nhờ cơ chế đảng trị và công an trị; hay như gia đình anh Đoàn Văn Vươn và nhiều gia đình khác, là nạn nhân của chính sách đất đai hết sức bất công và phi lý vốn đã tồn tại từ bao năm và đã đẩy hàng triệu nông dân lẫn thị dân vào cảnh dở sống dở chết vì bị đảng viên cán bộ địa phương tước đoạt đất đai nhà cửa.

Dĩ nhiên còn muôn ngàn nạn nhân khác nữa của chế độ độc tài độc đảng và của nhà nước vô pháp trị này, vốn đang làm cho đất nước ngày càng bế tắc trong vô số vấn đề, ngày càng chìm sâu trong vô số khủng hoảng, ngày càng đối diện với vô số nguy cơ: tụt hậu, hỗn loạn, đói nghèo và nhất là mất nước.

Chúng tôi tha thiết kêu gọi đảng và nhà cầm quyền Cộng sản Việt Nam hãy lấy chính trực để điều hành đất nước, lấy tâm thành để đoàn kết dân tộc, biết khôn ngoan để khôi phục dân quyền và nhân quyền, biết suy xét để hoàn trả tự do cho các tù nhân lương tâm, biết tỉnh táo để nhận ra sự phẫn nộ ngày càng dâng cao của quần chúng trước sự bất tài, bất lực và bất nhân của Quý vị.

Cuối cùng, chúng tôi nguyện xin Thiên Chúa ban ơn soi sáng và hối cải cho những ai đang chà đạp nhân quyền cũng như ơn kiên trì, can đảm và đoàn kết cho những ai đang đấu tranh khôi phục nhân quyền trên đất nước chúng ta.
